How to make booking approvals at order level?

A PO may contain multiple shipment orders. An order in a PO can be approved or rejected using the order level approvals. This helps the customer capture exceptions at the individual order level. A shipment can’t be approved until each order level exception are resolved. Similarly, the moment all orders in a PO are approved, the shipment automatically gets approved for booking.
